There is a someone that is selling a set of JWT sport 500s with 8-10K miles on them, he said they have not seen above 12psi. On the price he sad make offer. What would be a good offer and is it wise to buy a used set off 500's?

If you can get it for 1,000 it's a bargain. Take it. It would also help if you can see & inspect the turbos before you buy it.:coo:

yea but then i would have to do some them mods like injectors and stuff which i dont have the money for. But 1700 new for the 500's sounds like a good deal. How much would i expect to pay someone to install them.

Well...if you swap turbos you have* to pull the motor. If you pull the motor and don't swap other things like downpipes, wiring EFI, oil feed lines, gaskets, clutch/flywheel, 60k, etc you're crazy. So its going to cost a LOT more. But to just swap turbos its usually around 900-1200 for pulling motor, swapping tubos, and putting motor back in.
*technically u don't HAVE to pull the motor, but you're an idiot not too...

2nd.
A LOT of that stuff is much much easier with the engine out.
if you have considered doing any of the other upgrades that lukassZ mentioned, doing them while the engine is out will save you considerable amounts of time and money later on.
