My idea is sticky throttle linkage. You've got quite a linkage setup with the dual SU's there. Disasemble it and clean it with WD-40. Dry it and apply small amounts of grease inside each of the ball in socket joints. Then, maybe add a slightly stronger throttle return spring or put a second one on. I've seen many multi-carb setups with two throttle return springs spaced out on various points of the linkage. This will also give the gas pedal a slightly more firm feel.

I think everyone here has the right idea. When it gets stuck see if you can physically move the butterfly or the linkage and make it stop. If not it isn't in either of those. Then, you would be looking for some other intake leak. An easy way to find if you are sucking air in somewhere is to spray starting fluid where you think the culprit is. If there is a leak, the engine will speed up just like spraying it into the carb.
