Rising Rate Fuel Pressure Regulator

Rising Rate Fuel Pressure Regulator
I just installed my RRFPR today. When I put the meter on it to set the pressure, I found that it was not doing anything. The signal vacuum line is right, the fuel lines are right, it is not backwards, and it will not raise the fuel pressure. To test it, I bypassed the stock regulator, and the car would not start unless I clamped the return line (going out of the RRFPR). I tried it with the needle valve in several positions from all the way in to all the way out. I even turned it around just in case the "IN" was stamped on the wrong side. Nothing helped. The car runs fine with the stock regulator and will run with the RRFPR in series with the stock regulator. My mechanic said he thought the RRFPR was defective. Before I wrap it up and send it back to MSA, I wanted to see if anybody has had the same or similar experience and what they did to make it right. Any input is appreciated. Thanks.

Re: Rising Rate Fuel Pressure Regulator
According to the instructions, you are suppose to hook up a meter to it with the signal line disconnected, and let it run at idle to adjust the pressure. My meter reading today was 0. Which didn't make sense because the car was running. Granted, I'm definately not a mechanic, but I'm 99% sure everything was connected right. Maybe I misinturpreted something in the instructions. As far as I know, it was done exactly the same as on my '80 NA which worked perfectly and gave that automatic dog one hell of a powerband.

Re: Rising Rate Fuel Pressure Regulator
The meter works fine. It jumped up to about 85psi when the fuel line was squeezed. My mechanic friend showed me where to put the meter at. He did it right on the other car, so I figured he would get this one right, too.
I dunno, I hate to send it back and nothing is wrong with it.
