timing and oil pump

Is it true if your l28 is at TDC and rabbit ears are up o 1 cylinder that your timing chain is correct regardless of marks?
Part two how does and oil pump change timing and distributer?
My y question please any respnce is grateful.

Yes in a properly timed, running engine, if you do the TDC on compression stroke the chain marks don't have to line up.
Oil pump doesn't change timing or have anything to do with it. The marks are there just so you can line it up easier for "insertion", and initial setup.

Thanks, that is what i figure, but my timing is off the distributer is all the way clockwise to run. then it has no power when in gear. i can get it to rev up when in nutreal.
