I have actually been thinking that. Some of the Z31 ecu code websites say some codes stay in the ecu. I don't know for how long, but I do disconnect the battery before every diagnostic run. And since I haven't been driving it lately, I keep it disconnected while it's parked.

As of now, the only issue is the hard start.

Yep, there's a short term and a long term memory on many of them. The phrase "keep alive memory" comes to mind. I believe disconnecting the battery does NOT erase long term memory. But everey manufacturer is different, and I haven't played with these much.

Today I swapped the lowest ecu connector w/ one from an 87 Z31. The ground pins were toast, and looking at the schematic, those are the grounds for most of the sensors. Well, that fixed the rough idle (idles like a freaking champ), but it's still got the hard start, and the same ecu codes are being displayed.
95 cbr streetfighter, now running a 2004 f4i swingarm and 180 rear tire, f4i suspension.

And the Z is back to life again. Runs great. Still running 8psi boost as the motor has about 470mi on it (I try not to boost...).

Pic of the new Z31 ecu plug (I suggest all 280ZXT owners chop and replace it asap), and updated pic of my engine bay.

For your code 23, my friend and I had something similar on his 240sx. We extended the ground wire of the tps and grounded it to the chassis as well. Same with the ground for the MAF wire. It made a world of difference in how his car idled. (no more lopes during cold start or stop and go traffic now) Maybe it can help you out as well. Nissans have notoriously crappy ground wires.

I'll check my MAF ground. It may not be in the best position. But the TPS? Which wire is ground because there's only 2 on the ZXT & they both go back to the ecu.

was it just a ground then??? i really want to do this upgrade but z31's arent all the common in the yards, or any older z for that matter.

Sorry, I was assuming you were using a 240sx tps with your z31 setup. The MAF ground wire, we used bigger gauge wiring for it and grounded it directly to the chassis.

I actually am using the 240sx TPS, just not the pigtail. Is the black wire on the pigtail harness a ground? I've got one opened up so I'll check that out.

I cut up my 280zx tps and just kept the flat mounting surface.

Then I tack welded the 240sx tps (actually M30 but same part number) right onto it since the throttle plate shaft is plenty long enough.

Been working great with a M30 sequential ecu for the last 20,000 miles.
