3K should get you a fairly nice ZX. Rust is the main factor when buying one. Be sure to check the rear right spare tire well for rust, the jack points along the frame, and the frame rails themselves. I also had to fix some light rust under the battery tray holder (which is a big PIA) so be sure to look in the engine bay too. The car should run smoothly and rev without hesitation, if it hesistates, I wouldn't bother with the car. You didn't say whether you were looking at a turbo or not, but it's all basically the same.
Look for fuel leaks around the injectors as at this age if they aren't replaced by now, they will probably be needing to soon. Make sure the hazards work b/c mine didn't and I didn't find this out till later when I had to tow a friend. The ignition switch should work without having to reclick the key over several times to let it catch. Mine was pretty worn when I bought my car.
Only other thing I can think of is to check the weatherstripping seals, especially down the hatch and the rear tail light gaskets. The Previous Owner on my car cheaped out and didn't put any gasket back there and my rear end flooded the first time I washed my car. That's about all I can think of.
