Disconnected Brake Line?

Disconnected Brake Line?
Ok so here's a bit of an odd, and unwanted, site. While under my car the other day, I noticed, what I assume to be, some sort of brake line, just dangling. Checking the other rear wheel i saw that it is indeed attached to something. I can't figure out how it came off, or how to get it back in. Is it even a brake line?
My parking brake doesn't work, wondered if this might be why...
Does anyone know how to re-inset this?

That's the e-brake CABLE (not "line"). 
Yes, that's why your e-brake doesn't work. If you haven't done so yet, download the FSM which contains diagrams and removal / install / repair steps for everything on the car:
