Question Fusible links issue, need help!

Hey guys, ive been having some problems trying to figure out the problem with my fusible link. When i got the car the first time i tried jump starting with a Vector portable jump starting system. When i turned it on the wire connected to the top right to the bottom right started smoking, so i turned it off quickly. The wire also didnt have a rubber cover like the rest of them do, so i just tried replacing it with another wire. The connection to the battery are in the right places and also the jump starting system. So i dont know why it keeps burning the cords i keep putting onto it. Also there is a disconnected cord loose from the positive side of the battery. There is also a missing link left to the top right. When i try turning on the ignition theres a ticking sound from the starter so i know it can start. Im just confused whats happening electrically.

It's the fuseable link for the Acc circuit. Probably shorted between the fuseable link and the fuse panel.
