No turn signal

It may be the hazards switch located on the left side of the column cover. If that switch is not COMPLETELY on or off, the turn signals won't work.
In your case neither work? Check / replace the hazards switch.

You need more blinker fluid, Its hard to find more but some auto store do sell the stuff.
Im not making this up either you CAN buy "blinker fluid" Its in a bottle like brake fluid but its filled with distilled water for your battery lol
ANYWAYS for the real part now, I think you have 2 flashers, one for your hazards and one for normal use, You could either have one blown out, a short in your line somewhere, or you have a bad ground, Id start checking the wire and the switches, and doesnt hurt to replace the flasher unit.
