Strange Timing Problem

Strange Timing Problem
I've had an issue with timing since I got my Z.
Set my timing to about 8 degrees, rev the motor, check the timing again and I'm at 15 degrees, blip the throttle to see if the RPM's will come down a bit and I'm at 25-30 degrees. Shut the motor down, restart and I'm at 5 degrees then it slowly comes back to 8.
Engine, warm, idles at 1000-1250 RPM no matter where the idle adjuster is set.
I've replaced the distributor (a lot of play in the shaft) and all the vacuum lines last year and I've had this problem with both the old and new distributor/lines.
I've bumped the timing to about 11 degrees, or what I can assume is 11 degrees, and it's got a bit more kick to it now, but this whole timing and high idle is just got me confused...
Anyone have any suggestions on where to go next?

Pulled the pulley off just before parking it for the winter to put a new timing cover gasket on and it seemed ok. The rubber was a bit dried out but there wasn't any play that I could tell. I guess it's possible that it's time to replace it.
