Question Consistently bad compression

Recently picked up a Z that had a head gasket rebuild done, but after purchasing the car, we found that it just never quite ran right. Upon a compression test, ALL 6 cylinders came back spot on at 90 PSI. This car is *really* rough around the edges, but I'm hoping as a project, I can breathe a little life into it- starting with the motor.

Took the timing system apart, and turns out, it was REALLY far out. Something like 4-6 teeth depending on side, I have absolutely no idea how this car didn't blow up.

It didn't come with a rear timing cover, my guess being when they re-assembled the timing belt they 'guessed', but got it slightly wrong. Going to re-assemble later this week (New cam timing gears + rear cover) and do a compression test.

Image below is with the engine at TDC, if I remember correctly.

Lost hope thinking that things will improve after re-install?
