Don't do what I did.. learn from my stupid butt!!!
Ok.. Here's the deal. I have an 87 NA with stereo and cruise controls in steering wheel. Well my cruise never worked and I had to either turn the wheel or smack it to get the stereo to work.
I started by taking the cover off, the horn plate (technical term?) off and both fixtures that held the controls. After jiggling (another one of those tech terms) the wires and getting a half a$$ wanted effect, I figured either the transmitter(what it's called by the dealership) was either bad or a wire was. Well after BREAKING open the X-mitter box, I inspected all the solder (sp?) joints to determine there were no cold joint and eveything was of good connection.
So I next figured the plugs or the wiring in the plugs were bad, because I got mixed reading from the ohm meter. So what did I do? On the left (stereo control) side I cut the clip out and hard wired the control unit and the transmitter.
What I knowticed next made me feel like a jack-***. Being that all this time I hadn't knowticed it yet. I wire that was hanging out of the transmitter. (I don't think it was suppose to be in there.)
A ground wire. A FRICKIN (sensored) GROUND WIRE!!!!!!!!!!! I connect (jerry rigged - or whatever you wanna call it), I have stereo and cruise control. All that for one wire and I could have had cruise (stereo doesn't matter being I want to swap out the deck) for the 5 or so months I've owned my car. So don't be "SMART" like me if you're having these problems like I did.
Heres your clue. It works, but not all the time. I.e. you have to turn your wheel to get your volume up (if you have the factory deck) and your cruise doesn't work. And even if your cruise comes on, if you look back it goes off.

Yo! Thanks for the moral support.. Doesn't mean I feel any less stupid, but I do appreciate it.. hahah. (Specially because I KNOW I'm no mechanic, but I know enough on electronics that I should have thought)
It's funny and yea leason is learned.. haha
