if it's the cold that's causing it, then you have a few options....
1) move south - it rarely gets very cold here in Houston
2) keep it in a warmer place (like a heated garage?)
3) get one of those engine warmer things like i see in catalogs for you northern people.... supposed to warm up the block or something for you
Seriously though, I've never had to deal with your problem on a day after day basis, but I think the air regulator has something to do with cold starts.
See if the Haynes manual says anything about the air regulator or some other gizmo on it that has to do with cold starts. Sorry I can't help more, but maybe someone else can offer better advice...

Ok try these two things...first there is a cold idle screw. Its located on the driver side of the intake collector. It faces the windshield. Try messing with that to up your rpms when its cold. Also, if you turn your car to on (not start it) and take your air regulator off, and the car is cold, you should be able to blow through the air regulator....if you can it's still closed (make sure the connector is still on it) and that would cause a lower idle also.
