What components did you utilize from the turbo? Donor car, or, new stuff? Does the o2 sensor match the ECU? The o2 sensor does nothing until it reaches an operational temperture (I can't recall the exact degrees, but "warmed up"). If it's the wrong one, it'll send a messed up signal to the ECU.
Did you do anything to the TB? The TPS adjustment may be out of whack.
Any vacuum leaks? That will cause a "fast" idle.

its a complete rebuilt turbo engine the car was wrecked in the rear so i took everything from there. he gave me all the reciepts and it only had about 1200 miles on it. i unplug the idle control then its fine till i drive it then it sputters but only in idle

Still have your old idle control? Swap it out. That may take care of it. When I ran an idle control, mine developed a rough, inconsistant idle. I had an old control on an old engine. I use it, and, bingo, problem solved.
If your old one is gone, you could probably score for cheap at a bone yard.
I'm not certain of your set-up, but my PCV vented into the intake through the idle control. Could be a little gummed up.
