depends, do you want to stay safe? do you have stock injectors?
i know a guy with stock injectors, internals, intercoolers, and turbos...pushing like 22psi for about 500whp...but that's obviously totally unsafe...
from what i remember reading off of a lot of reviews and **** i read on Z1MotorSports page...with stock turbos and injectors, you're only really safe up to 17psi, for somehwere around 380whp...but obviously if you do other **** like a light flywheel, underdrive pully kit, exhaust and intake, and what not, you can keep stock internals, injectors, turbos, and intercoolers and probably put to the ground over 400
edit: 400 safely that is...

doing things the right way, and playing it safe the first time around, every time...is way better than causing any problem, or blowing an engine...because you get power greedy...that's never an excuse for pushing a car further than you should

i dont think so
stock injectors hit their limit around 12 psi...14 at the most

Anything over 17-19 psi on stock turbo's does nothing. The turbo's are completely inefficient. 400HP to the wheels on stock turbos is an impressive feet. Trust me, I've looked into it.
Saying that someone can put 400HP to the ground with stock everything (injectors, intercoolers, internals and turbos) is not possible. 400HP at the flywheel, yes. 400HP at the wheels, no. Perhaps you have the two confused. Chip, intake and catback exhaust will generate 403HP at the flywheel. It would take approximately 500HP at the flywheel to put 400 to the ground.
With all the crap I'm doing to my car, I'm expecting 375ishHP at the wheels running 17 psi of boost. 17 probably isn't safe. I don't plan on running that very often. Only when the conditions are right (it's cool outside and I have a reason).
