Are the high & low beams on at the same time?

I can almost guarentee that your problem is your TCU(Time Control Unit). It's located underneath the steering column on the side where your left foot would sit. What I mean is, sit in your car, and move your left foot left until you hit the side. That's where your TCU is located. Pull that off, and it's a white box.

I had this same problem and took it apart, turned out that there was a burned out line on the circuit board, and I just soldered a wire in it's place instead.
